Barbara McNamara demonstrated extraordinary leadership qualities in advancing NSA’s mission, enhancing cooperation with other US agencies, and developing foreign partner relations. She began her career as a Chinese Linguist and served in several analytic, operational, and managerial positions at the National Security Agency (NSA).
In 1994, she became the first woman to be Deputy Director of Operations, and in 1997, she reached the highest civilian position at NSA when she was named the Agency’s Deputy Director. In 2000, she became the first woman to hold the position of Senior United States Liaison Officer to London.
Ms. McNamara received several prestigious awards, and in June 2000, she received the Intelligence Community’s highest award, the National Intelligence Distinguished Service Medal. Her achievements in senior positions have had a lasting impact in improving NSA’s operations and facilitating support with and by the Intelligence Community, making the nation significantly more secure.
Ms. McNamara retired in 2003. She is now a Director on several company boards and is a consultant to the Institute of Defense Analyses. She was inducted into the NSA/CSS Cryptologic Hall of Honor in 2020. Read her Hall of Honor entry.
The NCF was deeply saddened to learn of the passing of Barbara McNamara on 17 January 2026. Fondly known as “BAM,” she was was a true trailblazer who was admired and respected for her direct, no-nonsense leadership style.
Barbara served as a member of the National Cryptologic (Museum) Foundation’s Board of Directors for a number of years and was a great supporter of the Foundation’s mission.

OBITUARY
Barbara A. McNamara, 83, passed peacefully at home on Saturday, January 17, 2026. She is survived by her brother, Paul J. McNamara, nephew Jason McNamara, his wife Michelle Medas, and their three children, close cousin Elaine Devaney, and countless colleagues and dear friends.
Daughter of the late Joseph & Anne (Ford) McNamara, Barbara was born, raised, and educated in Clinton, MA, and was a graduate of the Clinton High School, Class of 1959, and Regis College, Class of 1963. Following studies, Barbara, a Phoenix Society member began her storied career with the National Security Agency in Washington, D.C., where she would serve in numerous capacities, rising through the ranks to the role of Deputy Director, NSA’s highest civilian position. Before retiring in 2003, she was the first woman to assume the assignment of Special United States Liaison Officer to London, UK, from 2000-2003. In the private sector, Ms. McNamara served on numerous committees and as a board member for several corporations including Idemia Public Security North America, and Signalscape, Inc., where she is current Chairwoman of the board.
Ms. McNamara was inducted into the National Security Agency Hall of Honor in 2020 and recognized for her contributions to our nation as a pioneering leader at NSA who helped shape modern U.S. Intelligence operations and strengthen national security.
In retirement, Barbara continued her passion for travel, enjoyed time tending to her garden, visiting with family and friends, and cheering on her New England Patriots.
Calling hours will be held on Friday, January 30, 2026 from 9:30 until 11AM with a Funeral Service immediately following in the Philbin-Comeau Funeral Home, 176 Water St., Clinton, MA.
